Charles City, Iowa- A Charles City Funeral Home Director has been fined and placed on administrative leave. The Iowa Board of Mortuary released documents saying Jim Fullerton of Fullerton Funeral Home admitted allowing unlicensed employees assume custody and remove bodies. The Board charged Fullerton with two administrative, non-criminal offenses. Allowing an unlicensed person to remove human remains and allowing an unlicensed employee to make removals and transfers without first securing a burial transit permit from Fullerton or another authorized individual. Fullerton is placed on administrative probation for six months and will pay a 500 dollar civil penalty. He owns funeral homes in Mason City, Charles City, Rockwell and Rockford.
