Former North Iowa Police Officer Sentenced to Up to 15 Years in Prison

A former north Iowa police officer could serve a decade-and-a-half in prison on his convictions on almost a dozen counts of sexual exploitation of a minor. 

Michael Tobin was a Clarksville Police Officer when he was accused of showing sexually explicit images and videos from a pending criminal case to a minor under 18 as part of ride-along program The victim reported the activity in March 2022, Tobin was fired shortly afterwards by the City of Clarksville and he was arrested and charged in September 2022.

On October 17th of this year, a Butler County District Court jury convicted Tobin on all counts. 

Monday (12.11), Tobin was sentenced to terms not to exceed 10 years in prison for each of two Class C felony counts of sexual exploitation, to be served concurrently. He was also sentenced to up to five years in prison for a Class D felony of sexual exploitation, to be served consecutively. 

He also received up to two years in prison for each of eight aggravated misdemeanor counts of sexual exploitation, to be served concurrently with the Class D felony prison term.

In addition to serving up to 15 years in prison, Tobin is also subject to “special sentencing,” in which, upon completion of prison time, he’ll have to register a sex offender and remain under the supervision of the Iowa Department of Corrections for 10 years, with eligibility for parole.

In the wake of his sentencing, Tobin has filed for an appeal of the convictions and attorney Nellie O’Mara has been allowed to withdraw as his legal counsel, thus opening the door for Tobin to be assigned new legal counsel from the State Appellate Defender’s Office to handle his appeal.
