Floyd County ARPA Funds Could Be Exhausted This Year

Floyd County was awarded just over $3 million in American Rescue Act Plan (ARPA) funds. The County has spent or allocated about $2.2 million in ARPA money thus far.

During the Board of Supervisors meeting Thursday (12.28), County Auditor Gloria Carr said that leaves the County with a balance of about $830,000 in ARPA funds remaining to be spent and or allocated.

Carr cited some expenditures taking up more ARPA funding than  unanticipated, including paying for upfits for three Sheriff’s vehicles and hiring NIACOG to help the County Planning and Zoning Commission update the County’s ordinance regulating the construction of wind turbines.

Board Chair Mark Kuhn said how the ARPA money has been spent has been a fluid situation.

Among the “fluid” ARPA expenses that the County doesn’t have a known amount for final costs is the legal fees paid to Ahlers and Cooney PC to represent the County during carbon pipeline proceedings with the Iowa Utilities Board.

A payment of just over $11,000 to Ahlers and Cooney was approved by the Supervisors, which brought the total payment thus far to Ahlers and Cooney to just over $21,000, to be covered with ARPA funds.
