Floyd Co. Supervisor Candidates Weigh In On Wind Ordinance, Forum Thursday (09.18) Night at CC Community Center

An ordinance regulating development of wind farms in Floyd County has brought a lot of attention to the upcoming special election for the District 2 seat on the Floyd County Board of Supervisors. 

In June, former District 2 Supervisor Dennis Keifer passed away. In July, Joshua Neupert was appointed to fill Keifer’s seat, but a petition of eligible voters in District 2 forced the special election, now set for September 23rd.

The Floyd County Republican nominee is Neupert, with former Floyd County Treasurer Frank Rottinghaus the Democratic nominee. Aaron Hobert, a member of the St. Charles Township Board of Trustees, and attorney and farmer Doug Lindaman are running as non-party candidates.

All four candidates participated in a Candidate Forum Tuesday (09.16) night, hosted by KCHA Radio. Each weighed in on the wind ordinance that, as proposed with various amendments, would greatly limit future wind farm development in the county. That process has been stalled since last fall, with all three Supervisors on the Board at that time no longer in office.

Lindaman is in favor of going back to square one.

Neupert leans towards a closer look at the proposed amendments to the ordinance.

Rottinghaus wants to see a P&Z proposed ordinance back on the table.

Hobert hopes a compromise can be struck.

Neupert will continue to serve as the appointed supervisor and whoever wins after voting results are certified will serve out the remainder of Keifer’s term, which runs until the end of 2026. 

In-person absentee voting is open until September 22nd. Mail-in absentee ballots must be received at the Floyd County Auditor’s Office by election day. Ballots received after September 23rd will not be accepted.

All voting on Election Day must be done at Trinity United Methodist Church in Charles City, with polls open from 7 am to 8 pm September 23rd.

Only eligible voters in District 2 will cast ballots in the special election. District 2 includes all of Charles City north of the Cedar River, plus the part of St. Charles Township that is north of the city.
