Floyd County Supervisors Closer to Taking Up Wind Ordinance, Spar on How to Move Forward

Floyd County Supervisors have gotten closer to again taking up the County’s ordinance regulating the construction of wind turbines, but continued to spar over how to move forward.
A third reading of the ordinance to possibly amend the current County ordinance has been stalled for almost a year. During that time, a mediation team met to in efforts to hammer out compromises that would allow for wind farm development and provide protections for landowners who don’t want them.
A report on those efforts was released in June, with Supervisor Boyd Campbell, a mediation participant, putting “discussion regarding wind mediation” on the Board’s agenda for their meeting on Tuesday (10.21), but Supervisor Frank Rottinghaus motioned to remove the item.
Campbell took offense to that assessment.
With Rottinghaus and Supervisor Gloria Carr outvoting Campbell 2-1, the agenda item was removed, but they weren’t done discussing the wind ordinance.
During consideration of future agenda items at the end of Tuesday’s meeting, Rottinghaus lobbied to keep the third reading of the ordinance moving towards possible action.
Campbell eventually conceded to put the item on next week’s agenda.
Until an ordinance is approved, a County moratorium on applications and/or permits for wind turbines remains in place through January 13, 2026.
