Latest Payment for City Hall Remodel/Renovation in Charles City Criticized, Approved

Remodel and renovation of City Hall in Charles City was initially targeted for “substantial completion” in early-to-mid June. However, City staff and the PD won’t be able to move back into the building until next month.

During Monday (07.20) night’s City Council meeting, Councilman Patrick Lumley challenged the latest payment request of over $400,000 to the project contractor, Kingland Construction of Forest City, which included recent concrete work for the new parking lot.

Mayor Dean Andrews said they’ll add the correction to the “punch list” of over 100 items to be addressed before the project is complete.

City Attorney Brad Sloter also acknowledged Lumley’s frustrations, but noted the City has options for remedies if work doesn’t meet their satisfaction.

Lumley still took issue with the pay request.

Councilwoman Phoebe Pittman said the City holds “retainage” of about $230,000 for Kingland to complete their punch list before they’re paid in full.

In the end, the pay request was unanimously approved by the Council, along with a change order for some $23,000 of project adjustments.
